The Defense Institute of International Legal Studies is recruiting for an ATTORNEY-ADVISOR (INTERNATIONAL/MILITARY) to serve as Cyber Program Director and senior advisor on Cyber, Space, Emergent Technology, and Artificial Intelligence (broadly referred to as "Cyber" or "Cyber-related") legal issues, responsible for designing and implementing Security Cooperation (SC) programs to enhance the capacity of security sector institutions and personnel of key U.S. strategic partner nations. The purpose of these programs is to support partner nation efforts to conduct cyber-related activities in compliance with international law and norms. In addition to providing legal advisory services to partner nations, the Cyber Program Director also assesses, plans, implements, oversees, evaluates, and reports on the outcomes and results of legal ICB engagements. These ICB efforts are undertaken in coordination with other SC implementers and are consistent with U.S. national defense and foreign policy goals. Duties include the following:

    • Create, implement, manage, and evaluate a portfolio of complex legal ICB programs to establish, enable, and/or strengthen relevant legal capacities within the cyber-related security establishments of foreign governments.
    • Design legal engagement programs tailored to the partner nation and designed to achieve strategic and policy priorities.
    • Develop ICB program planning documents, and assessment, monitoring, and evaluation frameworks.
    • Perform continuous review of program quality, effectiveness, and compliance with policy or programmatic requirements.
    • Work with partner nation (PN) officials to ensure international human rights law and international humanitarian law principles are taken into account during the PN's planning and conduct of cyber-related activities.
    • Maintain/expand expertise in legal aspects relevant to DIILS cyber/cyber-related programs, including but not limited to: Cyber security, cyber-crime, cyber defense and cyber operations; (b) Space-related activities, (c) Emergent technology, including autonomous capabilities and activities, hybrid warfare; and (d) Artificial intelligence capabilities and activities.
    • Assess PN capacity, collect baseline data, identify and analyze legal capacity gap areas, and develop plans for addressing these gaps.
    • Assemble and lead diverse teams of subject matter experts.

Qualifications


To qualify for the GS-14 level, applicants must have:

  • First professional law degree (LL.B. or J.D.)

    accredited by the American Bar Association

    [A1] ; and
  • Active membership in the bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. (A copy of the applicant's bar card or letter from the bar may be acceptable evidence); and
  • Professional legal experience in excess of 3 years that is commensurate with the duties and responsibilities of the position.

You must be a graduate from an accredited law school, and be an active member in the bar of the highest court of a State, U.S. Commonwealth, U.S. territory, or the District of Columbia Bar.

Possess a Bachelor of Law (LL.B.) or Juris Doctor (J.D.) Degree from an accredited law school at the time of applying for the position. A copy of law school transcripts must be submitted with your application.

Additional information

Incumbent must attain DoD Security Cooperation Workforce (SCW) Certification and complete related continuous learning requirements in accordance with the National Defense Authorization Act (NDAA) 2017, Title 10 United States Code, Section 384 and Security Cooperation Certification Program 2.0 requirements. Requirements for Proficiency Level 3 - At least 1 year of successful SC work experience with a performance appraisal rating of 3 or better. Incumbent must complete DoD SCW Expert level certification requirements within two years of entering the SC position. In addition, 80 hours of continuing education (CUE) every two years.


Work may require domestic and international travel (potentially up to 50%) away from the normal duty station on military or commercial aircraft, possibly including to developing countries with limited medical facilities and with security concerns. May be required to receive immunizations and take prophylactic medication (such as for malaria) as recommended by the Center for Disease Control.

The preferred candidate must demonstrate a minimum of three years of relevant professional and/or legal experience in an area relevant to the duties of this position, as well as an aptitude for international engagement, legal training and advising, and program management. Familiarity with the organization and functions of the U.S. Department of Defense, Department of State, and in particular, Geographic Combatant Command and Component Command staffs, is also desirable.
