Job Description

SUMMARY: 

Under general supervision of the Vice President, Administrative Services, the Chief of Police plans, directs, and evaluates all aspects of the integrated police and security operations and emergency management operations for the College and its various centers, ensuring optimal coordination and efficiency of services and programs, and ensuring enforcement of all local and state laws and relevant College policies and procedures. Oversees the management and coordination of all campus public safety functions including, Campus Police and emergency planning, and serves as contract administrator for security services provided by outside vendors.

MINIMUM EDUCATIONAL AND WORK REQUIREMENTS (MINIMUM QUALIFICATIONS):

Master?s Degree and five (5) years of full-time, law enforcement experience or Bachelor?s Degree and seven (7) years of full-time, law enforcement experience or Associate?s Degree and (9) years of full-time, law enforcement experience or High School Diploma or High School Equivalency and eleven (11) years? law enforcement experience. Work experience should illustrate progressively higher levels of work duties and responsibilities. 

Ability to successfully complete criminal background check, drug screen, credit check, and psychological and physical examinations prior to employment. Past supervisors will be contacted for verification of previous, successful work history. 

PREFERRED: 

Supervisory or Administration experience 

CERTIFICATION OR LICENSES:  

Current Texas Commission On Law Enforcement (TCOLE) Certification.

Valid Texas Driver License

The ideal candidate will:

  • Direct and coordinate the work of all the areas of law enforcement, emergency management and public service within the College and associated jurisdiction while developing and reinforcing community policing philosophies and strategies.
  • Arrest, restrain, transport, book subjects, gather and seize evidence, and perform all duties of a licensed police officer within the context of a college environment.
  • Provide strategic leadership and direction to the College's internal and contracted public safety components, ensuring that optimal integration, synergy, and cost-efficiencies are obtained in the development and administration of operating plans, systems, and procedures.
  • Provide strategic planning and guidance in the establishment and administration of police and security programs across all campuses of the College, ensuring that all operations support the College's mission, strategic plan, and goals and objectives.
  • Establish and implement short and long-range departmental goals, objectives, policies, and operating procedures; monitor and evaluate programmatic and operational effectiveness, and effects changes required for improvement.
  • Develop emergency management plans, provide training to the College community regarding emergency situations and conduct emergency preparedness drills.
  • Direct and coordinate response in emergency situations of broad significance to the College and/or affecting critical College components.
  • Act as liaison when coordinating with other police agencies, federal agencies or any other agency.
  • Represent the College to various institutional divisions as well as externally to governmental agencies, vendors, students and their parents, and/or the general public. Establishes and maintains strong coalitions with various community groups.
  • Develop and manage annual budgets for the department and performs periodic cost and productivity analyses.
  • Design, establish, and maintain an organizational structure and staffing to effectively accomplish the department?s goals and objectives; oversees recruitment, training, supervision, and evaluation of unit staff.
  • Perform routine review and approval of payroll, overtime, material, purchase requests, and other budgetary considerations.
  • Oversee the requisition and maintenance of departmental assets, including vehicles, arms and inventory.
  • Make recommendations regarding, and participate in, the development of College policies and procedures; may serve on College planning and policy-making committees.
  • Serve as Campus Security Authority as outlined by the Clery Act.
  • Gather data and prepare reports to ensure compliance with College, federal, state, and local requirements.
  • Ensure agency compliance with all regulatory requirements and coordinate reviews with regulating agencies. 
  • Ensure campus safety and security are maintained and documented in accordance with SACSCOC accreditations standards.
  • Perform other duties as assigned
